Join a game mid match or anytime after Setup? If you leave at any point its a leaver penalty
Don't want to play on a specific map or you want to join a friend's game at the start of the round? If you picked a character its a leave penalty. Normally that sounds fine but the same button to leave is also the same button to random lock a character.

Tracer : see pharah (the joke here is that you should be countered by mei but you are like the absolute best hero against her becuase she cant hit or freeze you while you get free time to push her shit in all day with 0 risk), if you get randomly 1 shot then it was just luck and shit like this is part of the game
Widow : literally fucking hook away to the nearest elevation you moron
Winston : literally fucking jump away or dance between your barrier while you out damage her
Zarya : literally fucking eat her alive she cant even freeze you
Zen : see bastion + you can just discord and push her shit in if you have anywhere near decent reflex skills
So out of 21 heroes only 3 are outright unable to escape her due to no mobility skills or healing. Oddly enough all 3 of those heroes are people who should be hanging back behind their team making sure nobody flanks to begin with.
