Is CDR even really necessary anymore? Almost everything hands out a good 10% CDR for just building it, and it seems like I hit the cap way too often just building what I need. What about Hybrid Pen Marks? Would that be a good idea? I mean, it'd help a bit with the whole doing damage thing.I'm new to this and just want to be a good tank who doesn't die in 2 seconds.

Depends who you're playing.
For Cho, Mao and Naut I use MPen marks, armor seals, scaling MR glyphs and MS quints.
For Leona, I use AD marks instead of MPen.
