They could just give synastry(as well as other abilities) different effects based on the sect if they really wanted to make it interchangeable. Noct could make it something you toggle and give the same kind of regen SCH has with the fairy. You basically pick your target and toggle it on. Dinural sect could just keep it the same as it is now. Sure they'd still be lacking powerful mitigation tools like deployment and other things you listed but at least noct sect wouldn't be a complete joke.

AST is bad because of poor AoE healing range and lack of something like Cure III for the big dick healing.
It has things like retard strong MP regen and 100% accurate DoTs to help make up for it, but the AoE efficiency is much more valuable in your healer, and the mitigation + damage output from SCH complements WHM perfectly.
