this guy http://crossingzebras.com/joining-the-horde/ made his eve account around the end of march. admittedly that is the opposite of solo/small gang, but pvp is definitely in your reach. and i know a number of all-out members that started doing solo quite early. it depends on you, really. I'd say for soloing, maybe a month to two months to begin to grok the game and get some solid skills under your belt, but you'll have plenty to do during that time in terms of money making or flying in fleets.
solo is one of the the hardest things in the game, and you can have fun in pvp in a five man fleet from day one.

what I mean is a magnate costs like 0.5m plus another 0.5m fit, so worse case scenario you lose a 1 mil ship during exploration.
An Astero costs 72 fucking million and you must make quite a few trips to the exact same tier of places to just cross the value of the ship itself
you can't go to any places with the astero that you wouldn't be able to go to with a magnate, right?
Sure you can hack them easier and find them with greater ease as well - but you still can't clear out sleepers and the only "worth" you can talk about here is ghost/sleeper sites which you can't really detect with the magnate that easily (came across 2 limited sleeper caches with the magnate, both peaked at 99.2% signal) but regardless, those type of sites are ridiculously more dangerous and just not worth it imo
can anyone share their insight on this shit? I know exploration isn't popular here but i have faith

Astero is for when you have dosh and already can make a living doing other shit but want to learn exploration. Magnate will be weaker earlier on but you can keep training up for a covops which will be stronger at hacking later on and still cost less. Just stick with the magnate for now if you're planning on sticking with it. Cause even later on if you lose the covops it was only like 15-17mil compared to the 70+ for a Astero.

Stratios is bit better if you plan on killing pve shit, it can do some work for pvp, but at that point a T3 cruiser might be a better option. Nestor a expensive shit. It's more for support with reps and fleet hangar.

one does not typically make a fit for both pve and pvp
if you want a pve fit then definitely active tank. as many of the best missile launchers you can use in the highs (it has no bonus, so whatever, cruise or heavies idk), and your lows should be something like large armor repairer, 4 active hardeners vs enemy damage type and 2 drone damage amps. mids idk, mwd/ab and capacitor stuff, rigs would be 2 aux pumps and a cap rig, or 3 cap rigs

Go to null for specific pirate faction, always get those sites, no scanning down 15 + sigs to get a shitty angel site. Null is way more lucrative, and as a result, gatecamps in good explo space focus on decloaking covops, inties will usually just breeze through camps.

buffer tank means having a lot of hitpoints that generally don't really regenerate. one does not buffer tank in pve, except on shields sometimes because shields regenerate slowly, and if you kill shit real fast or snipe you can sort of get by. definitely not buffer armour for pve though
