What if units were more mercurial. Individual soldiers could break off to go where they wanted to fight or flee. Training, morale, and integrity would affect their ability to stay together. You could reabsorb your units/they wouldn't count as losses/etc. That would probably pave the way for more modern settings while allowing older settings to work.

Is the AI in Attila supposed to be this cooperative? I have a block of defensive alliances in Scandinavia and parts of Europe. The factions are all on good terms with each other. Are they ever going to turn on me?

I just want experience in battle to be more important.
It's fucking stupid that experience counts for so little, and that the best way to get triple-gold units is to stack research and buildings and edicts and character traits, instead of actual battle.
Experience should work like this:
Shit-tier (negative bronze chevrons):
You rounded up some peasants and gave them a few sticks. They really just want to go home and check on the crops and make sure the village priest isn't fucking their wives. They have shit combat ability, shit cohesion, and rout ridiculously easily.
Basic normal tier (0 to 3 bronze chevrons):
The men have received some basic training. They're still going to be scared as fuck going into their first battle, but no worse than any other man in his first ordeal. Normal units can never get above this level without seeing combat - nobles and well-drilled Roman regulars can get up to the first silver chevron.
Veterans (silver chevrons):
The men have seen and lived through combat. This should be a really important milestone - they should be a lot more resistant to morale shocks, and their combat skills should increase somewhat (because they've seen the kind of shit you can't train for).
Balance-wise, they should behave like vanilla Attila units, with lower-exp units just being a lot quicker to break than they are now.
Elites (gold chevrons):
The best of the best of the best. Units that reach this level of experience should be very difficult to break, and receive the same kind of buffs that pre-built elite units get now. The highest level should always fight to the death, similar to Napoleon's Imperial Guard.

More crunch:
Levy units by default start at -3 experience, regulars at 0, nobles at 4 (first silver chevron). EXP-increasing effects should/will be rarer and more valuable, because each chevron is now much more important, and you really want to make sure that your newly recruited armies can hold their own.
Ideally, upgrading to higher tiers would require units to reach a certain level of experience. I.E. even if you've researched the next tier of spearmen, you're stuck with levies unless you have a good training infrastructure, or send those levies to battle.
Battle should drastically increase chevrons. The first sizable battle should bring you up to 3/4. Every two sizable battles should give you another silver or gold chevron, so that you only need ~12 battles to be the elite of the elite (and think about it - how often do you actually see 12 big battles with a single unit?). Possibly you should get exp even faster, because you're likely to lose some from casualties.
Just being in battle should be enough to get silver chevrons, but you should have to take part in actual combat to progress into gold. Ideally there would be a formula to assign experience, that increases it for seeing real combat, and for being in even/difficult battles (because the men who survive will have seen some shit and know they can come out alive).
tl;dr make experience way more important, and make it actually fucking reflect the experience of our units in battle. An army of greenhorns should be easily routed by my hardened army of FEARSOME SPEARMEN who have been fighting their way across Europe for 10 years.
