Depends on the nation you are playing India is the Hindu project for the subcontinent, so usually you can only form it as a Hindu nation. If you country is a self claimed Empire - like Sikhs or the Mughals, then you also can't flip. I will probably change it so you can form India most of the times and as any nation in the subcontinent, but doing so would change state religion to Hindu.

Hey, I really like that event where if Transvaal OR Oranje occupies SA they unite it under boer rule, but I think you should really make it so it also unites under Boer rule if one or the other occupies it.

Well, now that I think of it, I don't really need help with MAKING flags themselves. Usually that's the easy part. What I do sometimes need help with from time to time is with the coming up with ideas and information for making flags.
For example, I have no idea what to do with the Toucoleour Empire. I remember last year I tried to tackle it and I researched a bit but found no useable information or symbols about it. So if you happen to find anything I could use to make flags, I'll be grateful. Don't worry too much about it though, there's no urgency.

TL;DR: it's a because of a bug caused by 2 "output" tags that should be "throughput" tags in the game files.
While tinkering with my own custom version of HPM, I happened upon something interesting. This is in Victoria 2's production_types.txt at the start of the RGO section, and it's pretty much identical across all Victoria 2 mods:

Now, what do these sections mean? Well, they're templates for how RGOs work in Victoria 2: the owner section details the RGO's owner POP and what effect the owner POP has on the RGO (in vanilla, aristocrats improve output), while the employees section details all possible employee types for the RGO and their effects on the RGO. Notice something strange for the slaves entries? That's right, instead of affecting throughput, i.e. like craftsmen for factories, slaves affect output, i.e. like clerks for factories: the efficiency of slaves depends on the throughput generated by the main POP type (farmer or laborer), instead of slaves acting as an actual, alternative POP type.
Needless to say this needs to be changed when striving for historical accuracy; it'd be nice if this were forwarded to the devs as well for integrating into 3.04 (my Paradox forum account has issues). I've uploaded a mini-mod here that contains a fixed version of 3.04 beta's production_types.txt file and nothing else; I can't remember if that file was changed from 3.03 to 3.04, but it should probably work fine for 3.03. Regardless, I'm hoping all the developers of major mods apply the fix, as it's literally just changing two "output" tags to two "throughput" tags.

That was different, that was them signing away territory, the Anglo-Irish treaty was about them recognising the Northern Irish right to self determination, then they fought a war over it and the pro treaty forces won.
So Ireland officially renounced their claim on NI and said they could have self determination, where as in France they just signed away territory to end the war, they never renounced the land or were forced to.

About the carlists/christinos, I edited the event to end them and made sure the carlism_pacified flag was triggered, but they continued to organize and fire. I'm not really sure how Vicky 2 is coded, but looking through the rebel files it doesn't look like the code you added would stop them, since other modifiers can still trigger them. A really bloaty, but more accurate way to do it would be to have "Éire" start with cores all over Ireland, then in 1921 the Irish free state, a separate tag, is released with cores on the 26 counties, with Éire maintaining it's core on Northern Ireland.
Ironically the Irish free state was little more than a British puppet, it was governed in the same way as the isle of man until the statue of Westminster and even then it didn't achieve full independence, it wasn't until the new constitution in 1937 that they claimed, quote, "The national territory consists of the whole island of Ireland, its islands and the territorial seas.", so if Ireland is unpuppeted before the end game they should get their cores back, but that's highly unlikely without player interference.

The USA and the war of independence needs a lot of work, they definitely shouldn't stay British unless a lot of work is done maintaining a hold on the colony, but I'm not just gonna put them there at the start.
Part of the backstory (and a part I'm totally willing to change as I'm not too fond of it) is during the Austrian revolution Britain sided with Austria to spite France and used its naval superiority to go around swiping Dutch colonies. So I could rework that. I need a mod to make reforming the Slavic faith a little less onerous, because in vanilla the holy sites you need to reform it are scattered to the far corners of Slavdom, some literally in seperate de jure empires. This is in stark contrast to the Baltic and Nordic pagans, whose holy sites (and thus reformation potential) are all in the same general area and can be gained through the normal process of forming your de jure kingdom.

Europe is almost entirely untouched right now in terms of events and decisions, Germany is pretty much Vanilla. Prussia is weaker and Austria has a strong liberal tradition (that's being barely kept under wraps by an unpopular monarchy) so there's definitely some stuff I can do there.
Also, how's this sound for Asia? Japan is essentially Sengoku Jidai still, divided into warring states in two rough spheres of Influence, the Portuguese Faction of mostly Christian Daimyos in the south centred around Osaka and the Dutch faction of Shinto and Budhist Daimyos in the north centred around Edo. The Dutch and Portuguese would have varying levels of involvement that could potentially lead to colonies on the ground if a faction isn't strong enough to stop them by the 1870's or so but would mostly be supporting their sphere with arms, technology and trade.
And in Indonesia British intervention weakened the Dutch enough that a native empire has been able to spring up and start Srivijayaing its way through the islands, powerful expansionist unciv in the region with French, British and Dutch trade posts eyeing it hungrily.

CK2 is what you make of it, honestly, but that could be said about any of the Paradox games. You have to set your own goals and try to find something interesting in the narrative the game supplies. If you're not into it enough to fill in the blanks with the bits of storytelling the game provides, you probably won't enjoy it.
