Immigration isn't really needed. Most countries have life ratings of 35 in their provinces, that's a +0,05% population growth bonus. If you go for the Chemistry and Electricity techs, that's another +0,08%. The healthcare social reforms are good too, the last stage gives you +0,08%.
That's a +0,21% growth rate for each province, which is definitely going to pay off if the starting pops of these provinces were big enough already.

There's a mod like that for darkest hour called Fatherland. It's a "believable" axis victory scenario beginning in 1948 where the Germans manage to defeat the soviets in 1942. As a result, operation Husky is a total failure and facing catastrophic losses in men and ships the Americans decide to drag the British to the negotiating table with the Nazis, where where they agree to recognize Axis domination of Europe in exchange for Germany revoking their support for Japan, which gets nuked into submission like what happened historically. My country is at 16% literacy (persia) and I designated a region for war industry, and all the factories in it are doing shitty despite having proper RGOs in the region and good dependency factories and decent population.
