They said that without consoles they wouldn't be able to make the game at all, as PC sales alone wouldn't be enough to cover the production costs. Yes, you can argue that they shouldn't go this big with open world in the first place, but back there it was what they wanted, so that's what they decided to do.
As for Collector's Edition, Microsoft demanded exclusive in-game content, but they didn't want to do that. So they decided to compromise and add to Xbox One's Collector's Edition two gwent decks (since it's already in the game, so the others doesn't loose much) and better quality map (since regular map was in others CE, so again they do not loose much). It certainly wasn't a smart move, but they did handle it better then most other companies in their shoes.
Hopefully now when they grew bigger and their studio is world famous, they can afford more independence from corporate suits.
