Abnormally low NP charge and star gen, mainly. That severely limits what you can do with them. Otherwise the skills and NPs are decent, the stats are good (not that stats matters, the 5* with the lowest stats is fucking Drake) but that hurts a lot.

This is an incredibly flawed argument that implies that you'll be fighting every single class in every single battle. The point of not having counterclasses being bad is because he doesn't have a single situation where he can shine because of it. Even Orion becomes a godlike unit against sabers. Doesn't make him a really good unit all around, but means that there are some situations where you'd actually want to use him. Shirou doesn't have that. There isn't a single situation where you'd want to bring this guy over someone else. For damage even some 4* are better for the team than him, for defense you want to look at servants who can actually heal or grant invulnerability. He doesn't support the team in any way either.

Galvanism and Golden Rule have the same bonus at max. Golden Rule's cooldown is one turn longer, so Galvanism is still strictly better, but 1 turn is pretty irrelevant for a skill with that much uptime.
Charisma A+ is a big bonus for the entire team, while Natural Born Genius is a huge bonus for one Servant. They're both too different to compare directly.
Pioneer is better than Collector, admittedly. 10 stars is almost as useful as extra crit weight most of the time, and NP charge is super powerful.
That said, Gil's NP nukes all Servants but five, while Tesla's only gets bonus damage on Earth and Sky. It's plainly more valuable.Except Enuma Elish doesn't have its interlude upgrade.
