Its the other way around; Saint is a necessary qualification according to Nasu, but the debate is in how open Nasu is with this term. The qualification isn't whether you're a verified saint by the pope, but just whether you're a saint.
Archer class for example isn't just people that use a bow.
Nasu always warps his terms to be pretty open in definition. Although Nasu said Karna is disqualified as Ruler for three reasons; he's too combat oriented as a killing machine, he has a god killing spear, and I forget the third reason. Apparently he fits the other critiera however, which means Nasu considers him a saint enough.

If we're talking actually, then yes only a Christian can be a saint, since that's the Christian term. Other religions might have similar things however, but they are not called saints.
Its the same as Archer class being about ranged combat, rather than actual archers. Only Archers are Archers, a Gunner is not an Archer, but the class itself doesn't care. You can say "Gunner is literally the same thing as an Archer, were people so deluded that they didn't know this all along. You don't need to use a bow to be an Archer"

Her NP heal has been boosted to 4000 HP after her new interlude, also, it heals the entire team, so yeah - she's even more incredible
Her heals are good enough to where you don't need an arts team to prioritize arts card usage, she can spam them fairly easily
I use her with Bride and Salter, because Salter has the best heal in the game (Shiki's don't count, it only heals herself) and a buster NP that does great damage
Lily is a 9/10 servant though

Tamamo = Not something people would summon on purpose, just seen as something of a witch, malevolent spirit, probably shouldn't be summonable, oddity.
Gilgamesh = Fuck the rules type, barely a hero, wasn't even summoned, was thrown away on the far side of the Moon, you just found him by chance

There's some complication with how it works
DA's are an antithesis, so they aren't recorded or they can't be seen by the world I take it. They're not things that should exist, they're something else.
A human using NPs also can't hurt them, but a human wielding sacraments or church power can destroy them. Sacraments are a special type of item that are sort of imbuned with the concept of "You don't belong here" that's attuned to killing them. A Burial Agent talks about how this Rock, Paper, Scissors, dynamic works
Servants are beings from the throne, rather than humanity, so a servant with NP can easily beat a DA even if a human couldn't with the same weapon.

Crimson Moon intended to purge humanity entirely and create his own world, but he lacked a lot of what you might think of as common sense about it and just wandered around, spawning True Ancestors and randomly fighting people, some of whom had no real importance other than that they fought Crimson Moon. He gave them the ability to spawn more of themselves, and just kind of left them alone because he figured he could wipe out humanity first and then start doing stuff with them.
Instead Crimson Moon himself was killed, and the True Ancestors sort of lost their purpose without him. There's been a long period of decline for them as they succumb to bloodlust, boredom, insanity. It's not like Crimson Moon told them to fuck everything up all the time, all they really know about what he wanted was that he desired a True Ancestor that was as perfect as him to serve as a vessel, created on Gaia so that it wouldn't be rejected by it.

Only Passionlip Thrash and Crash is dampened, but still has use outside of the Mooncell. Meanwhile we do know she still has other skills that still make her very strong even if she loses partial ability of this skill.
Meltlilith doesn't have crime ballet outside of the Mooncell, but she still has melt virus. Which she can use with even less limits outside of there since there's no level cap anymore. I wouldn't call crime ballet core to her character, since she loses it basically in the scene after you find out she had it.
Violet is unhampered. Nothing is lost in the transition.
Kingprotea is probably dampened down to just broken levels, rather than impossible levels.
None of them are weak as fuck, or "Only strong within the Mooncell". They are still strong even if you take them down from cheating tier to just pretty strong tier. CCC itself was mainly about trying to gimp the Egos power to at least make it possible to fight. Take away their broken skills like you did in the game, and they were still very strong, but at least possible to defeat.
