It's a long-distance ambush weapon. You can't fucking win a firefight with it, no matter what the enemy player is using against you, but it's very quick and efficient when you catch someone out of cover that doesn't see you. You can't react to it because everyone fires at least two rockets and that will kill you before you can turn around towards the shooter.
Then again, a lot of weapons fit that second description, so it's fucking useless.

I used to think the Hydra was a piece of shit too until I actually started to work on it. It's now my favorite weapon in Halo 5.

Rights don't exist. There is a social contract in most societies that condemns the killing of your fellow man and in most cases it is enforced in some way e.g. the criminal justice system. This is probably because not having people kill each other willy nilly helps create functional society for obvious reasons.
Now on the topic of stray dogs there is no real reason why killing them should be condemned. It's just societal norms.
