No real way of telling you when you're ready, but I recommend it once you've gotten comfortable with your weapon.

It does a good amount of damage when successful, and leaves you with a huge opening to attack

(1)the monster is raged
(2)the opportunity is there
You shouldn't waste time waiting for the monster to get close to a ledge so you can mount.
If you're fighting a monster and it just so happens to be next to a ledge/wall that you can jump from, by all means, do so.
Side note: don't attack a monster that's in the process of being mounted. You'll knock the guy on top off and everyone will be mad at you.
