Close quarters is the exact place you should be using it. People who use it out in the open are asking to be killed, although it can at least force players to retreat. Its also amazing for flanking. In payload it can destroy cart pushers that are distracted. The new payload map is actually super good for the Phlog. Lots of indoors.
