Because it just wouldn't work. Think of it this way. Every child, if not every then at least a number of them, that fell into the Underground, was taken in by Toriel for an undetermined amount of time. She is a mother who lost two children before they died. While Asgore lost them as well, she likely relives that same day again and again when they leave and never come back because Asgore killed them. In her mind, she likely thinks that Asgore is killing her sons/daughters.
Even if she gets over herself, any relationship past acquaintanceship or friendship would be unhealthy at best, for the both of them. It's been too long/ too much negativity on her end for it to work.

You liked Undertale because it guilt tripped you into liking it. The game is carefully constructed to use GUILT as the main way of making you feel anything about the world and its characters. Want proof? The first boss fight, how does it go for most people? That's right. Almost everyone "accidentally" kills Toriel. This is supposed to make you feel bad, but it's something that can't really be avoided and it's just a trap designed to make you feel bad. Instead of the game designing situations where you can draw your own conclusions from and feel good/bad yourself, it FORCES you into feeling bad through these contrived situations that you can only avoid if you're on your second run or something. The game does this over and over again. All of its events and conversations are designed to make you feel bad about what you're doing.
