If I'm understanding it, it's because BB costs the same HP% that the invader would lose upon invading. This means that both combatants have the same benefits that investing in VIT or runes to their respective level would provide.
Without the BB a host would theoretically be able to leave out those points or runes and invest elsewhere giving themselves an advantage that otherwise wouldn't be doable within the level constraints.
You could also think of it, if both invader and the host invested the same amount in VIT, and had the same runes, as the host just naturally getting more HP to start with always.
Personal opinion, it mostly doesn't matter much to me, and it's not something worth getting all bent about but it's at the very least a show of courtesy.

No, it isn't arbitrary, it is rooted in very sound reason, to make the percentage hp difference between the two players the same as if they were both at 100%
The rule isn't based on any other thing except to simulate the 100% HP difference between the players. The fact that many players stack VIT and HP runes has little impact on the reason for the rule. If you want to you can stack all three HP runes, and possibly have an HP advantage, or use other runes and have advantages elsewhere.

If you're doing a SKL run. The cane and saw spear should carry you through Elieen's questline. And the Rakuyo is the new hotness. Poison daggers are fine but the regular ones do small damage and are not worth the cost right now
