That's the entire cartridge with the sabot attached still. Only the inner bit actually flies out of the gun. The sabot gets peeled away during firing and exists to extend barrel life.
Setting that aside, the projectiles size is not the only factor in consideration for ballistic effect nor is it the sole reason the capacitor banks need to be so large.
Accelerating the projectile to sufficient speeds also requires a great deal of power regardless of the projectile while still scaling with it.

The whole raiders attacking settlements system needs an overhaul. If you're at the battle, your settlement slaughters the enemy. If you're not, all your shit gets destroyed. It's like in mount and blade where you tell your army to fight without you and your company of mounted knights loses a man for every bandit they kill.
I'm not sure how to fix the problem though.
You could limit raider attacks only to settlements you're currently inside and make them more frequent.
Or maybe you could try to make the system smarter for far away attacks. Have it sum up the power of all your settler's gear and the power of your turrets to get a better idea of your settlement's strength or something. Instead of just using the defense value which is probably what it does. You can't really gauge the effectiveness of walls though. Guess you could add some power to your settlement based on its size (number of placed items) on the assumption that more size = better fortifications.

This was my first fallout, so when I chose the SPECIAL's I had no idea what I wanted.
Ans while i was playing the game I didn't get perks that were based on the build I was playing as, so its not efficient right now.
What I want to do is with console commands, revoke some points, and put points in other areas.
So I still want to keep it legit, just want to make it more efficient because when I started the game, I didn't know what all the points meant.
So is there a way to do this while it's not addic extra points, levels, or anything, I just want the most legitimate way possible.
Also, will the console commands override saves? Or are they save-bound?

There was supposed to be a "whichever companion was at my main settlement".
But i realize now that they probably stay with unlimited for their weapon while at a settlement.
They dont become a settler just because they are at a settlement.

Enemies carry them (especially if said enemy has a laser gatling), they're rewarded in quests at times.
I've got somewhere in the area of 85 of them gathering dust in Sanctuary. And I've lost track of how many I've used up. They're pretty abundant really.

Shit one shots anything in stealth. And I've put most of my points into stealth. The only thing it doesn't one shot out of stealth are the strongest deathclaws.

I'm only lvl 15 though. I haven't encountered any enemies with laser gatlings yet, and the one Sentry Bot I ran into by Malden Hospital I ran away from and hid until it went away.
Then I watched the Institute Synths get ganked by the Super Muties.

Protip: Give a settler 1 ammo and they have infinite of that ammo. (with exceptions for things like missiles and mini nukes)
It works for grenades though. Give a settler 1 grenade and they have infinite grenades. There might be exceptions for that one too though. I've only ever given them molotovs. I don't trust them with anything stronger. It's pretty funny when raiders attack and every settler throws a molotov. They killed a deathclaw before I could even help once.
My current setup is to give every settler the following:
Combat Rifle + 1 .45 ammo (or .308)
Molotov Cocktail
Combat Armor Set
Army Fatigues
Army Helmet
The army helmets are the hard part. I haven't found a good way to farm those. The gunners occasionally have them, but they're less common than raiders. And occasionally a random vendor will sell me one. Though it seems none of the settlement traders will sell them.
