has anyone gotten Smiling Larry to work?

He's the level 4 settlement merchant and might have the best weapons in the game. The level 4 armor merchant has an armor that's higher defense than anything you can find / upgrade

I feel like there were less interesting quests this time around.

Completed the main story and discovered most if not all of the locations in the game. It's fun shootan things I guess.

the highest you can build is level 3

if you recruit and assign certain npcs to them, they turn into level 4, which have unique items.

For example the armor guy sells a chest armor that's higher defense than a max upgraded heavy combat armor.

Not kidding at all. You join them, then get one of Pam's quest to retrieve a cache. Tinker Tom will say something about that shit was high tech and there was ballistic weave in the cache. You can now be James Bond with the PPK you receive in the first Railroad quest and an Armored tuxedo.

The other factions need the SS's main character goodness to take down the brotherhood; the brotherhood finding what they need to bust into the institute on their own is much more feasible than anyone in the railroad besides the sole survivor being able to blow up the prydwen. And while theoretically yes their current path is unsustainable, there's nothing in the game that actually supports this.

But they don't, that's exactly why I gave the example of Danse's team. You see that exact same scenario play out all the time in Boston when they come marching in with their vertibirds; sometimes they win, most of the time they get their bird shot down and at least one boss goes down to raider/mutie fire. All of that valuable equipment and training continuously trickling through their fingers, and because of their insular, fascist doctrine they can't take on new recruits or ally with anyone in Boston.

Even worse, they can't even claim to be the most technologically advanced faction in Boston. The Institute easily infiltrates them and they don't even realise before it's too late. If the SS hadn't intervened would the BoS really have defeated the Institute, given that? I think it's about 50/50 either way, certainly not a certainty.

settlements provide a nice distraction and a reason to not just use charisma as a dump stat
modding system keeps the weapons and armors from getting stale
weather effects make me run for shelter from rad storms

survival mode doesn't really involve you surviving anything. You don't need to sleep, eat or drink and can still fast travel everywhere you want to go.
power armor is far too numerous, same with fusion cores. I haven't needed to leave mine since level 4.
settlements provide little benefit other than making caps and having a place to store shit.
PC version is little more than a console port complete with no FOV selection and nonsensical keybinds.
voice acting, although decently performed, is not an excuse for bad writing and shoehorning the player into binary choices.

Does giving your settlers better weapons increase the defense rating?

I gave two random settlers on my water facility heavy weapons with ammo, and also each of them fully decked out in army gear, but I had so many turrets up I didn't notice much or any change in defense. Realistically they should be better assets in fighting when shit does go down though.

The Vault-Tec Rep is supposed to be assigned to the level 3 Trading Store, right? I didn't have cap collector rank 2 when I first sent him to Sanctuary, but now that I've built one, he won't work it. He runs up to it and stands at it for a second, then backs out and starts walking back to where he was at.

I just wanna confirm I spent 1200 caps on the right fucking store before I start sending him back and forth between settlements in the hopes I can get him to work.

It has zero bearing on the defence rating, but well-armed settlers will help kill attackers. I have no idea if the game bothers to calculate how the fight would go if you never show up to help, but it would be cool if you can't be bothered building a billion turrets at a settlement, you could just leave Strong there with a minigun and he'd handle any attacks.

But this is beth we're talking about, so if you never go help it probably just consults an RNG table and says "You lost a settler and 30% of your crops"

I fast traveled for one moment from my water farm, I had set up 5 turrets, and IMMEDIATELY got a message saying it was under attack.

I went back and 20+ something raiders, 3 of them legendary, were ransacking the place. So then I set up a minefield on the beach and 2 dozen turrets, haven't had any issues since.

Kinda makes me wish there was some way to force settlements to get attacked to get free exp and legendary drops. I'd put a chest in the middle of a maze that I can just throw grenades into, and the chest has 5000 purified waters in it.

And follower pathing seems even worse.

It's actually kind of broken.

No matter how good or bad your defense is, not going to help results in a few random constructed objects being broken.
The map screen will also show the settler count as 0, so it was probably intended to kill off some/all of your settlers too, but they will all come back if you just go to the settlement. Probably just bugged.

I'm not that anon, but give it a chance. This perk system feels more organic than just a 0-100 dice roll and a set amount of skill points per level. For me there are at least 3-4 things I want to spend my points on based on my gameplay of the last couple levels which feels like my character is actually growing based on his experiences, rather than just arbitrarily throwing 10 points into a skill I rarely use since going from 85-95 in guns is a small change in comparison.

a) when you recruit him to your settlement he won't travel there properly, he goes back to the npc holding room

b) when you console move him, he counts to your settler limit and answers the bell, but can't be assigned to a weapon shop

In the Courser's mind it would make his mission easier and to the institute it would make it probably more likely at accomplishing its mission by giving it things like more strength, jetpack...unless they wanna put all of that stuff onto the courser itself.

One nice thing about 4 is that you can save perk points for later use. In F1/2 you could save skill points and even perks until you ran across a challenge that required them.

Forgot to add in GOOD: the soundtrack. Great ambient tracks, and good NEW radio tracks. I just wished they wouldn't have littered the main radio station with so many rehashes from 3. I heard every F3 song hundreds of times while playing that title.
