Enemies aren't bullet sponges, just reasonable fights.
Levels 1-10 are properly hard with even ghouls being a threat but after that it's just a nice reasonable difficulty

Get Blitz and Ninja as your first perks, after that the games easy.
Start working on Armorer as your third perk and apply Shadowed and Light Weight to everything.
Then start working on Sneak, once you get level 24 and take Sneak 4, you will be unstoppable.
Work in Blacksmith, find a combat knife and.. yeah.
But seriously if you can remake, get fucking Blitz and Ninja as your first perks. Also keep in mind you can target multiple people in VATS at once.

I really think the Minutemen could've used a few missions going around to minor factions and getting them on-board for a new CPG-esque entity post-MQ. The Brotherhood and Railroad and Institute each had a fair number of unique quests but it would have been interesting to see going out to Goodneighbor and Diamond City or Covenant (if they were still non-allied) to get them on board. The Minutemen ending can leave both the Railroad and BoS unharmed but it seems like Desdemona is the only leader who comments on it. Ingram congratulates you as well but Maxson seems to not give a care.
Gathering alliances for different factions like NCR-Boomers-Kings-Followers-Khans-Brotherhood was one of my favourite parts of New Vegas so I was sad to see they were mostly exclusive. You would think the Minutemen would've been a useful mediator faction that could broker deals with the Brotherhood, especially since they'll be needed back in DC where there isn't any federation yet, and however much you disagree with them their presence in that region is fairly helpful.

What really gets me about people criticising FO4 for bugs and pointing to earlier games in the series is that FO1/2 were two of the buggiest goddamn games I've ever played. FO2 had a bug where the longer you played, the exponentially longer your save would take to load. Some areas would straight up freeze your game upon entering and couldn't be done. There was a patch that turned kids invisible, but they could still pickpocket you. There was one of those in The Den that takes the item at the top of your inventory, which happened to be a quest item and totally fucked me. Really, we're pretty fucking lucky.

Obviously it's a matter of degrees, but better to have more safe areas than fewer. Of course Diamond City and Goodneighbor are around, but by the time I was finished Sanctuary, Covenant, and The Castle were decently fortified and populated, and we had a caravan network stretching from the northern forward outpost as far south as we could go. The Brotherhood's plan didn't seem to extend much further than "wipe out the Institute, take anything we might find useful, and then get out", and the Railroad was too single-issue to be effective in setting up order and guaranteeing freedoms.
Obviously there'll still be raiders, even in NCR territory and the Mojave you still get gangs, but it's a relative thing. It's like saying the modern state is just as perilous as prehistoric times because violence still exists.
The Minutemen at least don't necessarily destroy anyone except the Institute, who they are diametrically opposed to in light of their actions against the CPG previously. The Brotherhood can go back to helping the people of DC and we can delegate some synth rehab and support to the Railroad folks since we're still on good terms with them. It's the most good for the most people still alive.

I run borderless windowed at 1080p with medium preset (ultra textures) and I manage 50-60 in sparse areas, 40-60 in dense areas, but it dips down to 30 with certain lighting effects no matter what I do
other thing you can try is that dynamic shadow distance/target FPS mod
