It's quiet at the moment. CCP are updating things bi-monthly to update the game. Give it a go now if you want to see how much has changed but the big updates (Citadels etc) are not until the beginning of next year. Numbers then will decide if the game has much life left in it.

But when learning skills were in the game it was substantially faster to train. Remember that blogpost about them nerfing skill training, citing the fact that a new player could get into a drake or hurricane and have a significant impact on battles in very little time?

it honestly depends on what you want to get accomplished. there are plenty of activities that scale very well with time logged in, decisions made or accounts subbed that don't require a whole lot of input from you. There are other activities (like single-account pvp) that require a good deal of focus and time to become skilled at. Don't fall into the trap of thinking that there is only one way to play the game.
I'm pretty confident that there is an activity that can fit around pretty much anyone's time constraints in this game if you look around. Just don't try to run a corp or something. And there are plenty of people in situations like yours.

So much of this game doesn't make sense. There's hundreds of modules that are essentially never used, but they aren't buffed. Subcap fleets are basically just t3c and sometimes machariels.
Frigates are punished for shield fits and local-rep armor battleships/cruisers have no chance of tanking as well as local-rep shield fits, thanks to discrepancies in shield vs armor ancillary reps that make no sense. Close range medium weapons are almost 100% inferior to long range ones.
