What part are you stuck on?
If it's escaping the skulls, they will come towards you even if they don't fully spot you, so it's easy to lure them off the road and then circle behind them, fulton the truck, and sprint out of the hot zone. Also if you have D-Walker's gattling gun it shreds them like wet tissue paper.

Beat it how? You mean killing the skulls? Well honestly if you're careful you can avoid automatically alerting them if you trigger the cutscene while crawling on the ground and sneak away quietly, they'll slowly follow you but you can lure them away from the truck.
My favorite method was laying out a bunch of C4 on the ground in a sort of circle and letting them shamble over it, if they're close enough together then exploding the C4 should take all 4 out at once.
Another method is luring them away and then when you're far enough away, wide circle around them and take off with the truck.

Do they just have monkeys coding the FOB matchmaking system now? Every time I go to the Nuclear Equipped targets I either get a handful of targets that are blockaded already, or a full list of undeveloped low level FOBs with no nukes.

I modded the LUA for deployment to have a 100% Win Rate and 0% Losses because losing guys in deployment is the worst. I even upped the count of guys you send to 50/100 to ensure I get service medals for most guys way faster.
I just wanted Emblem parts/Blueprints. But I assume those modifications wouldn't apply to online deployment.

These are the online deployments. Under combat deployments hit R1 (or w/e control you use) to scroll to the tab to the right. These specific online deployments have an orange circle to the left of the name, denoting they are part of an event. The ones you mention with the low success rate are not worth doing.

CE'ing yourself a medal isn't a big deal, you can turn it on and off for individual staff members.
I use CE to make some things a little less tedious at times, such as setting sprint speed to 5 and running around Africa fulton'ing guys and setting my staff morale to maximum every other day or so.
Alternatively, you can also back up your save if you don't want to lose important staff and not use CE.

You can also do this with rescue the intel agents, but like he said because who you do it with has to not be on direct contract, they can die permanently, and aren't 100% guaranteed to actually be rehired because the auto-hire system is retarded.

As a side note, if you want a lot of guys with Medals, farm Honey bee puppet soldiers with S stats, you'll always get a small handful with each mission.
Not all S rank soldiers will hit S+ with 1 Medal, most usually won't unless you max out Morale too, 2 Medals will usually always bump most S soldiers up to S+ though if the morale is high enough.

The way it controls, is awkward as fuck.
The animations are too stiff, walking around normally with your sword drawn instead of taking an attack pose it's just the normal walking animation with the sword on his hand.
It's just so off putting I just couldn't play it anymore.
The combat feels good, but when most of the game is walking around, and that doesn't feel good at all, I just dropped it.

Stealing a nuke really doesn't have to be suicide unless a defender is there.
Getting to the nuke is not that hard, there's a safe approach that gets you right to it. It seems like a lot of people seeing extracting the nuke as the most important thing, so they rush extracting it instead of distracting or clearing our the guards who will see you when the nuke fultons away.

Yeah, those particular heavy infantry don't have any vulnerable spot where they can be tranq'd, unless you have them shot in the head first to knock their helmet off.
And you have to do that with a lethal weapon, if Quiet has her tranq rifle she'll just bounce like 5 shots off their heads before it finally knocks the helmet off. Usually they'll start nuking her ass at that point.
