After actually playing the games, I agree that Keifer is a better and more convincing Big Boss in the realm of facial capture.
Something tells me his potential was wasted when they relegated 80% of the plot to tapes, presuming that they already had the facial capture down and recorded. Don't put words in my mouth. The Chapter system as a whole was a mistake. Chapter 1 was the main campaign, chapter 2 was an epilogue that slowed the pace. It's pretty much MGSV's version of NG+, but with added story content, and a few new missions dispersed throughout. Chapter 1 is longer than literally every past MGS campaign has been, and is a lot better in gameplay, at least in my opinion. Story leaves a bit to be desired, but the gameplay is just that good that I can forgive it. Chapter 1 on its own was outstanding, Chapter 2 was a nice piece of post-game content.

Weapons+ 3 does nothing for Infiltrators. They only have hip-slot primary weapons, so they can't take advantage of the bonus slot.

Literally, meaning all of them in reality, meaning all at once, which is wrong. Most of the MGSV's length comes from inane padding, too. It's not a satisfying slog in hindsight.
