I mean while I can agree with that, not knowing what seems to be an important part of a major character like sans' history, or even a little bit more about it kind of sucks too. And Gaster seems to be so damn interesting given what we know, yet he's not even a fully solid character.
It won't kill me if we never get more, but I can't deny I felt some disappointment.
That being said, I feel like even if Toby may have had ideas for something to do with that arc, he may have gotten overwhelmed by the sheer volume of headcanons and theories surrounding it on top of everything else such a large fanbase was hoping and/or expecting.

The thing about Gaster that's most interesting to me is that almost no hint of him can be accessed unless you mess with the game's files. It literally takes the powers of an omnipotent being (= you) to get what may just be echoes of Gaster once existing.
Most of the NPC seem like they would be "versions" of characters that still exist, but used to know Gaster one way or another. Because Gaster stopped existing, the memories of a lot of monsters would have gotten erased, and it's those memories that tell us about him if we mess with the "fun" value.
The guy in the room indeed is more mysterious. We're not even completely sure that it's Gaster himself. I definitely don't think it's "entirely" him (if it even is him at least a bit), because I feel that Gaster was so completely erased that he himself just cannot be found, only echoes, reflections & memories of him. So what is it, then? Dunno. Maybe it's just a soulless carcass, his body without his SOUL, but without enough physicality to last when interacting with a "real" being (= Frisk)?

There's really no such thing as determination outside the feeling. Monsters are more based on willpower and emotions than actual physical bodies. Really, all monsters have determination, they are just to depressed by being underground for like a thousand years. Undyne was just really, really emotionally set to fix this.

We know there are 2 more humans who had this type of soul which is Chara and Frisk, the first and last human.
Red - Determination
Chara's soul could have only been seen when Asriel disintegrated into the royal courtyard.
The souls were donated to Alphys/Gaster in true lab BUT ONE was never given back
The True Lab logs describe that determination was extracted from human souls. This can't be true because only Chara had determination. So DT was only extracted from a red soul.
So where is the red soul ? Oh yeah, it's right here, in true lab in edited pic related.
This theory also raises some thoughts:
1. Asgore is either unaware that he can open the barrier without Frisk's soul OR he forgot that there's one more soul in the underground that can be used to break the Barrier OR he never wants to do it and hopes no more humans come into the underground (which is kind of confirmed in the pacifist ending).
2. Flowey has Chara's determination and Asriel's child thoughts, lacks bravery, justice, kindness, patience, integrity and perseverance
3. The amalgamates also have Chara's determination to keep living and lack the same traits Flowey also lacks
4. At the end of the genocide route, Chara asks (more like takes it from) you to give them something that always belonged to them. Chara can't take back their soul because it was sucked dry of determination. Frisk's is still fresh and has the power to reset
5. The barrier can't be broken without determination. Or probably, the barrier doesn't get destroyed in the literal sense, it gets reverted back into a time where it didn't exist, it DECONSTRUCTS itself.
