I can't help but think the Emperor may be right when he refers to the Sith Code as ancient dogmas that no longer hold any weight.
Republic will always be brought down because it's too bloated and innefficient, Empire will always be a failure because its denizens prefer to fight amongst themselves rather than try to make something great.
Meanwhile, Zakuul seems to be the perfect society right now.
