Both of them hold back to some degree while fighting them. If she was fighting at full power at the Ruins, Toriel could definitely take quite a few hits from a LV 4 human.

He's a character that you can't meet through conventional means while playing the game. To my knowledge, he's only hinted at existing through the game's coding. Through these hits, I think all we know about ihm is that he was most likely the royal scientist before Alphys, but while creating the core, he went and fell into the fucking thing. The True Lab is supposedly where he originally worked, and the giant hanging skull in one of the rooms that bears a striking resemblance to the ones used by Sans when you fight him leads people to believe that Sans and Gaster were involved in some shady shit when he was around, probably why Sans is so OP and we still don't really know anything about his or Papyrus' backstory.
Oh, and despite falling into the core, he may or may not still be alive, at least to some degree. Some think that if Toby ever properly implements Hard Mode, or even some new playthrough option that goes beyond Genocide, Gaster will get involved in some way or another.
I don't know if anyone still has the pic, but when traversing the True Lab when the fans haven't been turned on, a text box appears hinting that you are being watched by Gaster. So he may well get implemented down the line.
The reason there's so much fanart is because putting like putting their own backstory and personality to him since no one really knows who he is or what he's like. At the moment in time, he's basically a blank slate for the fandom to work with.

When Frisk falls, they fall on The Fallen Child's grave, and The Fallen Child's essence (think ghost) attaches itself to them. In genocide you/Frisk inadvertently show them how to be pure evil and they take over- in the other endings they're just there the entire time, and are probably the reason you can Save (and may be narrating the dialogue boxes the entire game in every route, judging by how they switch to first-person pronouns when The Fallen Child takes over)

The Head Explodey Theory:
W.D. Gaster and his sons had used the energy of core to embark on the side project of time displacement. The more these experiments continued, the more W.D. Gaster became obsessed with 'the anomaly': A pure void of dark matter that all time seemed to stop and empty into. Even intense bombardments of photons could not penetrate the stuff per his translated notes.
Then shit happened.
Gaster got either too curious and turned off safety protocols or something -inside the void- grabbed him. Gaster was strewn across the time stream while the time machine (And its two remaining occupants) was sent careening across the multiverse.
When the machine came to a rest, it was permanently disabled. Now when I say -permanently- I am not kidding. This is where it gets all wibbly wobbly.
Any attempt to fix the machine will fail. You installed a bolt wrong, the power output fried a circuit board, a mouse chewed through the wires. Anything you can think of and even things you can't. The universe is literally telling you to FUCK OFF and stop fiddling with it.
This leaves the brothers stranded in a future where their father never existed. Though his other inventions remain.
