Yes. I'm not sure if you're talking specifically PE classes or just unrelated classes for a degree (General Education) but both are needed. It's to make students "more well rounded" and "totally not waste of your time."
Unless is a specialty school like a music conservatory, then the classes needed to earn a degree are usually related to that degree.
