I have a theory that the next update to FR will add many many characters. I think they purposefully only added Nina and Akuma so that people would have familiarity with those two characters in time for tournaments. They had been letting people use those two for awhile now. If they had put a shit ton of characters in at FR launch then anyone outside of those regions would be completely fucked at Evo.

Hiring someone to do a high quality model is more expensive and more time consuming even with outsourcing. if it wasn't then SNK would have just done that with higher quality models. Having more would mean they could have more characters only if the models weren't a higher quality, if they had the same group making lower quality models you can have a higher output even with less people. Also the more man power is a few more people dotted around the place not a whole other studio. The models in SFV like Gief or Ibuki were done by single people which is why they have them posted on their portfolios
