You understand 'appeal', you can have a character who is ugly or disgusting on some level and still have people like them because their design posses elements that make them inherently appealing to look at regardless.

Their attempt at Maki is so far removed putting the two images side by side doesn't really do anything. Both images look unrelated.
It's kind of baffling really. At least with Kotori they copied the pose, the hair and roughly similar outfits. You can compare the two images and see what the artist is doing. It just doesn't work with the Maki picture.
Anyway, I can't get mad at this thread or even tumblr. Bad fan art doesn't really 'ruin' the original source, at worst it makes the fan community look fucking crazy but you can ignore that for the most part. It's healthier just to laugh at these people or perhaps pity them. Not worth getting upset over.

There's a fine line between stylization and simply bad art. Jamie Hewlett draws some funky looking shit, yet is considered one of the best animators out there right now.
As for your character, he's a little busy looking. Fine details are a wonderful thing to have, just keep in mind that you'll have to draw EVERY SINGLE little detail again and again each time you redraw him.

Force yourself to draw something at least 30 minutes a day. It'll be hard at the beginning but after 3 weeks it'll be routine and you won't be able to sleep well without doing it.

Get drawings you like and trace over them for a bit, as to learn by repetition. It's better if you can just copy them by looking, but tracing is fine to start with. Eventually it will come naturally.

Not that guy but half of drawing is muscle memory. Many artists can "approximate" or "size up" proper proportions just with their eyes, without actually measuring. Because they've drawn them over and over hundreds of times, and they can easily spot abnormalities.
As long as you look at a character and try to draw it, eventually your body will also get used to proper proportions and how to draw stuff.
Once you're feeling fairly comfortable with drawing stuff you can read up on human bones, muscles etc. to know how everything fits together and why x goes near y.
