The Gauss Rifle is pretty much a gun too, it just uses energy to propel a projectile.
It also has like 60 Kill Impulse over the AMR's 45 or so, which means bodies will get launched away much farther and that makes the Gauss Rifle funner to use.

the veteran rangers are 0.001% of the ncr forces, they are supposed to be exceedingly rare and only for extreme situations, they come from the ranks of the already fairly rare and highly valued rangers and they are the best of the best from there usually having spend decades in the ncr military. Theres a good reason why they get equipment like pre-war riot armour and some of the highest quality guns there are, comparable legion centurions and even brotherhood paladins usually get decimated by their amrs and high as fuck stats.

Downloaded and installed Tale of Two Wastelands. It had some growing pains and still crashes on me, but bygod if it isn't fun. It's pretty gud, if I may say so.
If there's one thing I have to say about Tale of Two Wastelands, it's that I also bought Mount and Blade (base game) and Rome: Total War during the steam sales and I haven't played either of them yet.

Why do people like to use the realistic weapons damage mod? It's fucking trash. It's not that I like bullet sponge enemies, but making everyone be able to kill you in like 2 shots is shit. You end up becoming a stealth archer faggot everytime since they will die from a sneak crit even easier than in vanilla but if you ever dare to engage an enemy in combat you're most likely going to end up getting your shit pushed since every npc in this game is able to hip fire you with pinpoint accuracy while running and strafing. They are more accurate and faster than you. Meanwhile you can barely shoot straight while crouching and standing still even with high guns skill.

The ncr in general has a much larger population base compared to any other faction, it makes perfect sense that with more people to draw from that the chances for high talent individual will increase as well. I would defiantly think that the average ranger has a much longer expected lifespan due to better access to equipment and medical care as you mention, this will of course result in the average ranger having years more experience then a centurion. In game veteran rangers have 41 special points, centurions have only 35 compared to that. The ranger also has max 100 skills in his used combat skills compared to the centurions 75. Rangers also have a 100 more hp then centurions by default along with that increasing as you level to a max of 370 compared to the centurions static 130. Veteran rangers are just better in almost every way, centurions are better compared to standard rangers as the veteran ones are in a league of their own which only some named characters and upper level creatures like some of the more dangerous deathclaw variants.

New Reno is smack in the middle of everything while NV is out on the fringes of known territory and is still pretty frontier-esque. Not super necessary to believe that though, because he mentioned being basically a prepper, so it's reasonable to think he had a lot of weapons/ammo stashed from the get go.
The flip side is how often did he really shoot it? I mean, we know that started ambushing the Vault 22'ers, but there were only like 50 of them.
If he stocked a couple thousand rounds, I doubt he used them all, especially if he was being miserly with rounds.
