So does your phone alert you when there are Pokemon near you if your phone is locked? Seems like it would get old if you are alerted only when the app is open, meaning you have to keep it open everywhere you go else risk losing out on something good.

That is how the game works.
This means you need to catch 10 bulbasaur to get a ivysaur, then catch 20 more to get a venusaur.
However, it's smarter to catch an ivysaur right off the bat when your level is high enough, then evolve that to venusaur. You could do the same with a venusaur but you need a much higher level to do that.
