You can pirate them easily, copy paste easy. See /gsg/ for details.
If you want to buy them legit all the packs really do is let you play as countries with playstyles that differ from the base game christian kingdoms so it petty much depends just on what countries/cultures/administration style you want to play.
Charlemagne is pretty much the only one I'd get recommend getting right from the start just because it pushes the starting date to 756 or something like that, giving you almost 300 more years to play.

Personally I could never get properly in it because it has a really strict time limit where if you haven't got together enough jewbucks at the end of the week you have to almost restart.

Rise of Nations is great. It's sort of Empire Earth mixed with a simple 4X map.
AoE3 is pretty fun as well. Doesn't hold a candle to AoE2 of course, but still a fun RTS, in a sort of casual, "let's play the campaign and have some fun" way.

Its about 10 times worse than the average MMO, you won't even be able to do the expansion till you do about 40 hours of story quest chain while being XP capped, plus leveling alt classes is fucking tedious since there is basically only enough quests to do it with one class. And the open world quests are usually dead on most servers. Honestly I would say wait for legion.

Ziggurat is pretty good mechanically, but I found it to get repetitive quickly, more quickly than most "rogue-lites" I've played.
Not to mention I beat the final boss on only my third run, about three hours after purchasing the game. I generally expect games like that to last longer.
