45. pistol can carry you through the DLC if you mod it, 45. smg if youre really having trouble. also, go grab the survivor's rifle, sneak attacks can kill mostly anything in one hit, depending on your guns skill.

If you playing right from the get go, go Honest Hearts first. Unlike the other DLCs which have set levels, HH level scales depending on the Courier's level.

Fallout 3 is considered the best by people who's first Fallout game was 3, much the same way that people who played Final Fantasy 7 first thought it was the best in the series.
3 had a more simplistic story to follow, which for end-to-end playing is good, but it otherwise means that there's nothing left to explore after a single playthrough. But considering the average gamer rarely plays the same game more than once I can see how some people would enjoy it more.

The last run through I did, I went 6 STR 9 LK, grabbed the stealth boy from the schoolhouse, ran the gauntlet between the deathclaws and Black Mountain, ran straight up to McCarran, looted a trooper corpse, took the monorail in, cleaned out the casinos and bought Lil Devil from Mick and Ralph's while I was still level two. Grabbed the STR implant then would pound a beer every time I needed to shoot (8 STR requirement). Was fun as shit.
Want to replay Nv and my 360 died and pc is dead also. Fuck me...

The easiest way to do it is to make a character with a high science, get the Stealth Boy in the schoolhouse, get another off of Joe Cobb, take the side path way with the bear traps, and start using the stealth boys after this part to avoid the deathclaw and sneak through the village and up to the compound to the building where Rhonda is. After that you repair Rhonda and walk out to finish the quest.

So my first playthrough was the stereotypical Good Karma Guns/Speech/Survival sneaky sniper who was pro-NCR, but switched to Yes Man later. He also helped out all the towns - restored order in Primm, assisted the Novac ghouls, defended Goodsprings against Powder Gangers and so on...
(I guess it's a very common first NV run?)

Iv done a female legion mod. I role played as an agent of Caesar raised from birth to be an infiltrator. I mean when you think about it female Frumentari would probably be fanatically dedicated to Caesar more so then regular legion troops. Plus no one would ever suspect them as being legion spies and assassins either.
In my play through I has that role player background mod chose legion Frumentari, worked for the NCR but undermined them at every turn. Then at the last second went over to the legion. It was a pretty fun time. Friendly pro NCR gunslinging woman, then the mask comes off to reveal the cold, almost robotic assassin who serves Caesar unto death.

But yeah the whole double agent thing works and is even supported in the game. Like assisting the Centurion escaping from Mccarren, helping the legion spy in Mccarren bomb it. You'll probably need a guide though since half the quest or hidden or aren't even quest in the log just things you can do.
Also if you've got the mod that disables the whole cant kill certain NPCs you can stealthily assassinate NCR leadership. Make sure to take Mister Sandman as a perk. Slit their throats in their sleep. That's how I assassinated Ambassador Crocker.

The issue with modes like that is that the games are very, very rarely designed with them in mind as a main feature. It's usually just something that's added for the sake of having it which means it ends up being incredibly tedious and unbalanced. Fallout 3 has no themes, other than being a theme park. You never build a relationship with your father, so there is no reason to care about finding him other than being told you care about finding him to get to the conclusion. You cant sell the canteen, you cant even access it in the pipboy because its hidden, surely you must have noticed that every few minutes a notification telling you that "courier has took a sip of his trusty vault 13 canteen" pops up? That thing heals you, hydrates you and keeps you well fed, it makes hardcore a joke since you only have to worry about not over encumbering your scrawny ass with 20 plasma pistols to sell.
