In addition, the stimpaks that you craft yourself are a less effective homemade version. Nuka Cola and Sunset Sarsaparilla restore less health, but now restore H2O as well.
Various items are now lighter to compensate for the lower carry weight, they break less often, and various weapon projectiles fly faster. A lot of armors have Damage Resistance and Damage Threshold values increased, making the player's choice of weapon against armored enemies more important.

If Caesar lives, he eventually drops dead of a tumour. They can't blame his death on anyone and exhort the Legion to fighting for revenge since he just upped and died. The Centurions know he's sick so they probably wouldn't believe it anyway.
Lanius can lead the Legion but he can't replace Caesar. He has none of the presence or the charisma, he leads entirely by brutality. You can't just "craft" a fucking sawn off shotgun, unless the only ingredients you're thinking of are a regular shotgun + a hacksaw.
To make a sawnoff from scratch recquires precise measurements for the caliber of the barrel and such.

Why are melee and unarmed weapons so shit in New Vegas?
Unless you're playing on very easy and easy difficulties, then they are seriously ineffective.
Almost every humanoid enemy you encounter uses ranged weaponry to kill you, and so, you might not even reach them before you're down to half your hp from full hp.
Meanwhile, the rest of the enemies also get super melee targeting skills when they fight you. They just look at you and hit you with melee, and thus, you're guaranteed to receive damage in a melee vs melee fight unless you abuse the shit out of the block system, which is inefficient while waiting for your opponent to strike and also useless against ranged enemies.
Sure, the melee weapons might be able to deal more DPS than ranged weaponry in some cases and even have armor-piercing attributes, but they are still largely ineffective.
