It would be more logical if instead of the edgy Legion intro, when you meet them you get a proposal to be Frumentarius (Legion spy), so it makes sense to do NCR quest first, to gain their trust - some excuse in the lore to help the fact of low Legion content in the game world.

Consoles fucked up a lot of things. It's about a 50/50 split between them and Gamebryo itself for ideas and content that had to be cut or never realized.
