480 is probably going to be the best bang for your buck GPU for awhile.
If it really performs similarly to a 980 it's going to be the go-to card for anyone with 1080p monitors.
The 1070 is also a pretty good value, but at almost twice the cost it's not really worth it unless you want to go 1440p or higher.

The 960 was DoA, being more expensive and less powerful than the 280x (which was available over a year before the 960 was announced).
Nvidia isn't for the low end market, they only start showing value when you get to the mid-high or high end price ranges.

The GTX570 and GTX580 were even more power hungry and hot but were massive improvements over the GTX480 and GTX470 which were awful because of leakage issues caused by 40nm manufacturing problems
It wasn't until Kepler than Nvidia had a solid advantage over an AMD architecture. To AMD's credit they did improve the power efficiency of GCN under the 28nm process. The Fury X is capable of almost 400w of power draw but usually draws around 290w which isn't bad compared to the GTX Titan X which draws 250w

I'm just doing some very crude math here. The 960 has 76% of the performance of the 970, and had 60% of the price of the 970 at launch ($199 vs $329). If the 1060 is priced to the same ratio to the 1070 as the 960 was to the 970, it'll be $227 (probably rounded to $229) for 76% the performance of a 1070. So what you see is cherrypicking. Nvidia accounts for something like 65% of video cards in gamers computers. The industry fondles their nuts and the AMD parts will have very threatening performance compared to the nvidia parts **only in situations involving DX12 and asynchronous compute**
So, yeah, enjoy playing games like "ashes of the singularity" and "quantum break" (quanwho what?) on UWP on the windows store on your new 480 card. Which is gonna cost $200 outright (fantasy world)

The 480 will be the new mid-end and it's supposedly equal to your 980, so your card should keep you going for awhile yet.
The 1070 and 1080 are just a lot considering what you already invested in your 980, if you spent less on your last card or had it for longer it would make more sense to upgrade.
But considering this, I'd wait at least until nvidia and/or AMD's next batch of cards before making a decision.

For example there are many PS4 games that fluctuate under 30fps, a more powerful machine running the same architecture should in theory iron out those fluctuations.

The problem with 1080 (or Ti) is the price. I don't know what the USD price is supposed to be, but a major retailer in my country is selling it for 800-850 euros. That's a lot of moeny. It's true a single 1080 has advantage over single 480, but if what the data says is true, then 2x RX480 for lower price than single 1080 could provide better performance than single 1080 for lower price. My 670 still runs everything that I play, on ultra at 1080p but I plan on upgrading monitors soon and I know future games may struggle a bit. I had to drop down the the godrays setting on fallout 4 but everything else is ultra and it's 30+ fps. 60 would be nice though.

TDP is not power consumption, and with one 6pin it should be obvious.
The RX 480 is a 100w card.
TDP is thermal design power. It is a rating how how much heat has to be removed from a chip to keep it operating within its optimal range. Logic density and self heating play a huge role in TDP, as does what temps a chip can sustain.

If my 50w 100mm2 ASIC can operate at 100c I need to pull 40w away from the die.
If it can only operate at 50c then I need to pull away over 80w.
If that same die has its logic density increase enough without drive current lowering enough to offset self heating then I'll need to pull even more power away. I could end up with a chip that draws only 25w, but needs 100w worth of cooling.

The 4gb rx 480 is $200, the 8gb is $230. And 8gb with proper cooling will probably be a bit more, like $250+. A 1070 that's the same amount over MSRP in order accommodate a better cooler is $400+. That might not be the best idea. This generation of Nvidia cards doesn't have true hardware async compute, what they have is sort of a weird inbetween that gets better performance than their last gen cards with async compute/dx12, but once they finally properly implement it, that will be the most future proof card for a few years. But the 1070 still is not a bad card by far, it'll definitely last a long time for 1080p/1440p gaming. I'm probably going to get one myself because I'm too impatient to wait for AMD's higher end offerings or Nvidia's next cards.

AMD is probably better with vulkan as well for obvious reasons, and this API is getting quite quickly adopted but not for the reasons you expect.
You can have vulkan on android, and you can use it to render the "Window manager", and doing so saves quite a bit of battery life, so around 2018 pretty much all android phones will be using vulkan to give the extra free edge in battery life.
And as this will make it widely available, phone game devs will also use it instead of Open GL ES, because its just as bad, but faster and probably better supported.
