Some games are art, some games aren't.
For example, Call of Duty Black Ops tells a good story but it doesn't deliver a message or an emotion. On the other hand, while the Metal Gear Solid saga has some of the dumbest writing ever, it always delivered a powerful anti-nuke message in every game with no exceptions, tho i wouldn't go as far to call it art.

Videogames are art by the redeeming qualities that makes it unique. Shit like Ico and The Last of Us are often used as examples of good art, but are games like PAC-MAN and and Street Fighter 2 the real good examples of videogame art.
The problem that, like comics, there are few people who have decided the art of the videogame. There is almost no consensus about how to determine if a game is well done, for example.
And about commercial stuff. Most movies and theatre shows are made by by thinking about money. But in few cases that doesn't affect the artistic vision of the director. In the case of games, we have a niche of indie games like Cave Story or Undertale that has artistic integrity
