This is pretty much how it works already. Every action is granted points depending on various factors like damage dealt or healed, combos, people killed/resurected, etc. Then they determine the period of time where the points/time (like in spans of 10 seconds or something) were the best. and rewind about 3 seconds earlier.

But McCree and Reaper ults are arguably deserved.
McCree announces to the entire enemy team where he is which gives them about a second or two to jump in cover or kill McCree. You've got to sneak behind them and surprise their entire team.
Reaper is not invincible while using his ult and diving into a group of enemies there's a good chance he'll get killed.
Plus both of them can be stunned, frozen, pushed away, reinhart charged, sniped, killed by turret etc and there's a wasted ult.

Lucio is good at topping up the whole team's health and is mandatory for king of the hill. Mercy is excellent at keeping one vital dude alive and is one half of the tank-healer combo that forms the lynchpin of most coordinated attacks and defenses.
Lucio's ult is fantastic for teamfights, Mercy's ult is a mulligan for a lost teamfight.
Lucio's wub-wub gun is weak but the M2 has great utility. Mercy's blaster is surprisingly powerful, though she does have to stow her staff to use it.
Speed boost helps the whole team arrive at the point in KOTH before the enemy can get there. Damage boost on particular heroes (deployed Bastion, Pharah, anyone using an offensive ultimate) can swing a fight.
Both are great force multipliers, each is slightly better than the other in different situations.

As someone who mostly plays Mercy, I agree. I do my best to keep up and use my situational awareness since I'm not spending as much time shooting the enemy as my teammates.
There are exceptions, of course. I'm reminded of a Widowmaker camped up on an inaccessible rooftop spamming for healing. I couldn't make line-of-sight to her and after she died I just caught a bunch of abuse.

Mercy has a great gun. I usually find if nobody needs healing it's much better to use her blaster than try to damage boost someone. She's small, has a neutral color scheme and doesn't attract much attention, and nobody expects her to put out as much damage as she does.
Even during a fight it can be better to gun the enemy down first and heal later.

That's because it specifically targets shut downs. It's either shut downs or kills, nothing else triggers play of the game. It's point based and those give you the most points, thus it's going to be ults or shut downs.

They could fix the potg system by simply adding a voting option during the kill cam.
Wouldn't have to change much. Keep the current system to identify eligible potg's and if someone votes for one it could prioritize it.
So if the game identifies a potg on its own AND someone votes it up in kill cam, it has a better chance of getting potg at the end.
For identifying plays that don't result in multiple deaths but are rad anyway they could add a button to mark any moment as "interesting". If enough people from both teams hit that button within a close enough time frame then it becomes a candidate for potg.
They could even add a little flavor to the votes to show what people think about it, whether they're frustrated or amazed or whatever.
Or they could just keep it like it is because fuck it they already got our money.

I just hate how it's based on Heat.
Like if anything there could be some sort of nomination system. Something PotG-worthy happen in the last 10 seconds? Hit a hotkey and the game looks at it after the game. You still get a lot of meme ult PotGs, but it takes away the shitty double kill shutdowns that end up being accidents anyway.
I had a game as Soldier 76. 3 Golds and a Silver for the whole game. Enemy team is coming up to the point with 15 seconds left and is about to cap since two of our team members just died. Enemy Pharah ults remaining team on the point. I snipe her out of the air with a Helix Rocket and then auto aim ult to kill 3 of the people running up because I was flanking behind the Reinhardt shield. Last member on my team gets the last kill for a Team Kill.
PotG is about a minute and a half earlier of enemy Widow Maker getting a headshot on me with full heat, and then getting final blow on a full heat Roadhog that was in the middle of three of her teammates.

And by this I mean PotG. It only highlights bad plays and makes the game look bad.

Not always true. Sure, keep the tank alive and rescue anyone with critical health, but don't just mindlessly heal everyone for the whole game. If your team is pushing and not taking much damage (e.g. Reinhardt is being a bro with his shield), you can be a bigger credit to team by shooting the distant Widowmaker or Hanzo or taking out Torb's turret with your pinpoint accurate blaster. When you're getting flanked, you're better off pulling out her gun and getting to work rather than relying on the rest of your team to react and protect you.
The damage boost is fucking weak, 30% extra damage is almost never worth it compared to ~100 dps with her blaster. Even more so if the fucker you're boosting can't aim for shit.

It's the same thing. One is a rocket whore who uses assault time in the air (though via rocket jumps, instead of jet pack) and the other is a grenade launcher user with manually detonated bombs.
These are 2 very different roles, that approach combat with different tactics
One is ground assault class that can lob grenades around choke points without exposing himself to blind clear chokes and can lay traps/explosives in unguarded areas and defend without being present
One is a direct assault class that uses verticality to assault choke points and capture zones from abnormal angles that enemy defenses may not be prepared for and drawing enemy sight away from the battlefield and up to the air, leaving themselves open to the ground assault.
They aren't interchangeable just because they both use explosions as their damage source.

You're playing her the wrong way. She's not a "Tank", she's "Tanky" and has a Second Wind-esque ability AND she doesn't have to reload her weapons. This means you can easly 1v1 every single hero in the game except skilled Mei and a D.V.a who's better than you.
Her mobility allows you to attack from any direction, you can even sneak up on them with that giant fucking Meka.

They are interchangeable though because of the nature of this game. I can't speak for TF2 because as I said, I haven't played it. But in this the maps are designed such that Junkrat can get anywhere Pharah can and they both do the same damage on hits, but Junkrat's faster RoF let's him get easier splash kills (on top of the bounce making it easier to get people not dumb enough to stand right next to doorways) while also having a much quicker building ult that also doesn't require him to expose himself. There's really very little that Pharah can do that Junkrat can't do better.

This is what people don't understand. Her Mech can absorb more damage than any shield in the game when you're snowballing. Take point and eat shit repeatedly while also having an amazing skill in Defense Matrix when you actually need to force a push or hold.
My only grievance is that she performs MUCH better as a secondary tank. If you don't have a Reinhardt or Winston or someone to fall back behind when you're out of mech, you don't get that chance to continuously pop mechs onto the field.
