If you're writing JUST an alien, then I agree. But if it's a story with aliens and humans, and your goal is to make a story "relatable", you can do so through contrast. There doesn't have to be a single thing human about the aliens--simply through the act of having them interact with humans, you'll create a contrast to better illustrate whatever point it is you want make.

It goes both ways, and each method of portrayal has equal merits in fiction. There could be aliens vastly different from humans, and there could be aliens who simply have forehead ridges as their major deviation.
Similarities offer as much insight as do differences, which is the original point I was trying to make above, and why authors who don't embrace both are, to me, short-sighted, lazy, untalented, or all three.
For example, to keep it on topic, how would dragons react to overpopulation if, like in a majority of media they're featured in, they live for a prodigious amount of time? Would their numbers be controlled by war, disease, or abstinence? And how would these struggles relate to our own, as a species that reproduces, relatively, like rabbits? Such a conflict could be used as the impetus for a "human" or "relatable" story, either from the perspective of a human or dragon. To say that it's not from a dragon's perspective is a cop-out.

The way I read it, the Elder Dragon class is used to denote anything with enough power to pose an existential threat to civilisation.
The first few creatures to be classed that way were either dragons or extremely dragon-like, and the stranger stuff got put under the name because it was an already-known descriptor that quickly explains the threat profile, even it isn't an indicator of physical appearance.

Yeah, that's basically all it is. When people hear "Elder Dragon", they know it can fuck everything up way more than, say, a hungry Tigrex.
Elder Dragons are generally capable of controlling the environment in some way as well, though I don't believe that's a necessary trait of being labeled one, it's just common to many of them.
