My croc set made it so that it didn't matter if the other sniper fully charged either unless I got dicked by the RNG and they land a fully charged body shot did 150 damage or more.

The set was what made the Sleeper viable at all. If they were going to properly rebalance things, they'd move the headshot immunity to the sleeper itself instead of giving the shield a negligible amount of bullet res
As for the Vacinator being a substitute, it requires a lot more work on the part of your medic since they'd have to know exactly when to pop it, which is a lot harder since before, you could just stand out in the open and not worry about anything since if a sniper jumps out to headshot you, you just shurged it off. you can't do the same thing now and the vacinator greatly diminishes what you can do if you want to be under its protection. Plus you might as well use another weapon that can get a headshot.
tl;dr version
Croc set was what made the sleeper viable at all, now it's one of the most worthless guns in the game. It's not about getting good, it's about causing people to get mad. And the croc set was a master of that craft that will never be replicated.

I actually agree with you about Sleeper getting the bullet resistance. While the Darwin Danger was just simply okay-ish the Sydney Sleeper desperately needed a buff or rework. Making the weapon work purely for a specific set isn't the way to go at all and while I'm happy it was ultimately removed I'm still not sure why it was the Dawrin Danger that got the buff. Just cause one weapon is useless doesn't defend the rest of the set, it just means they have to change that specific weapon.
As for the Vacinator, I like the fact it requires skill. All the other Mediguns are as simple as to stand close to your ally and hold M1. Actually needed to juggle with the type of resistance you need and when to use on of your four temporary ubers. It's a bit more impractical but it's more interactive and fun and paired with a Sniper using the Danger Shield it's very effective.

Degreaser's nerf was unfair, kicking the weakest class in the game while it was down. But Reserve Shooter's nerf was absolutely justified. Punishing people for using their jump button is not okay. It wouldn't be bullet, it would be headshot immunity (Which is balanced since it drops you to 1HP, and you can still can get killed by a headshot if you have 1 HP.) You can't headshot, and you can't get headshot. Also the the nerf the Danger Shield got (increase explosive damage) probably makes it a bigger liability to use because a sniper will get instant gibbed by a dive bombing soldier or demoman.
Vacinator is good in for what it does, but it's still not as good as the Croc Set + kritz/Uber was. (If you were kritzs, your sleeper would register headshots on the kill feed, it was a more specific way of further pissing off snipers you were killing by bodyshots moments before.) Plus a lot of the time, you just need the medic to sit back, overheal other people and watch out for those persistent spies that will undoubtly be trying to bumbrush you now. Sure a vacisnator can do that too, but a lot more multitasking makes it easier to slip up, and it's much easier to pop an uber in case you see a dive bombing solider coming for you at the last minute than trying to switch from bullet to explosive res unless you got a script ready.
