Because the creator thinks he can get away with it. It's gotten plenty of coverage, from Sony, from Dorito Pope, from the press, etc. The "hype" is potentially big enough that people will buy it despite the high price tag.

It might bite him in the ass though. Consumers have developed preconceived notions about how much an indie game should cost. I think many will consider $60 unreasonable and just wait until it's on sale. Plus I don't expect the critical reception to be too amazing.

That's not the rule. The rule is an item physical or digital is only worth what the consumer will pay for it. The seller has no say in this equation. Games in of themselves are virtually worthless since you can get them for free very easily and the fact that even if you cant in the future you will be able to. On top of this they are not a need. We dont need them to live. Couple that with the vast vast sea of competing products and their value is nothing.

This means that the price of a video game is completely dependent in every way on the consumer. That's why they spend so much on advertising. They know this and know the only way they can influence this equation is by brainwashing the public since only the public can change the numbers.

This comes up with indie games a lot more often because their developers dont understand this. They assume inherent value in what they made when there is none. This pisses them off when they see the truth.
