Well it's more of a symbiosis thing. Cat's basically started living alongside humans because of their pests like mice and stuff that was attracted to grain stores. By doing this they started shaping by evolutionary pressure into something that could live by humans. Dogs (and most other animals) on the other hands were because humans actively learned to domesticate them. It's not like they are smart enough to one day figure out that they should change their genetic makeup or something.

Exsanguination can take upwards of 90 seconds even hitting an major artery, lungs take a while too, even getting shot in the heart can leave someone standing for 30 seconds or more. Only real way to stop someone immediately is destroying the spine/brainstem.
It's not the rounds that count, it's what you hit with them (though obviously some rounds hit more things).
