PC Gaming in many respects is for casuals. The reason for this is the biggest casuals of all are those that can only afford laptops and always end up playing crap like Dota or LoL, or some terrible MMO. These games tend to be the height of casual shit, and what's worse is that games like Starcraft or Diablo have dumbed themselves down to appeal to these people.
Say what you want about consoles and them being filled with casuals (because in many ways they are) at least they do not possess the turbo casuals that make up the majority of the "PC fanbase".
These are people that will not play anything besides LoL, DotA, or Starcraft. On rare occasions they might play indie shit, or Minecraft. Sometimes they might boot up CS:GO or TF2, but usually they stick with DotA/LoL. They are the biggest casuals of all time and make playing on the PC that much worse.

Consoles didn't kill the gaming industry, that's a fallacy that disregards the very foundations console have built, the time it took to get there and the support it provides for AAA game development. In fact it's quite the opposite. If consoles suddenly stopped existing or if their exclusives went multiplat it would seem reasonable to think people would automatically migrate to PC but that's not the case and the results would be devastating. PC's market share wouldn't be able to grow fast enough, the market would become over saturated and many devs and quality IP's would simply vanish.
All PC gaming actually did was take a bite out of console market share and in return, flooded the gaming space with a plethora of second rate, low budget mobile tier games. It's very similar to the smartphone situation, everybody now has access to high end technology yet there is no infrastructure that supports proper game development nor do games take advantage of the hardware
The bottom line is good hardware doesn't buy good games and PC clowns need to realize this, if people didn't take on the massive consumer fad that is PC gaming, we would simply have a much bigger pool of games to select from today. The reality is most people who are going to be playing Fallout on PC don't have high end rigs and devs can't optimize the port for only those that do, these people would be the ones who are actually holding back PC gaming but it's bad and dishonest to think like that.
While game budgets rise steadily, consoles who hold market dominance will adapt to the change with hardware iterations towards the end of it's life cycle and it is this infrastructure of complimentary support that actually holds the gaming industry together and drives it forward while also ensuring developers remain profitable and continue to make the games we all know and love. PC will continue to contribute nothing and in return receives nothing.

Console games "targeted" to 30 fps rarely get there and average like 23 fps. And almost no games target 60 fps. Even the few that do average like 45 fps. MGSV is the only game I can think that is pretty much solid 60 fps besides indie games and sports games, the latter of which were 60 fps on the PS2 and before too.

As far as I understand, it's like double a normal total war game but the troops are divided by 10 players on each team
you get to choose your commander, choose three different (or the same) packs of units and upgrade your commander/unit with abilities and items respectively
It feels pretty barebones right now with only one melee and one ranged in each tier usuallyI just want to know what an actual total war player would think about the game

The only advice I can give is never ever buy the highest end stuff even if you have money to burn. It's just not worth it. You'll be happier with your purchase in the long run if you go for the best price/performance stuff, maybe make a list of what you want and keep an eye out for sales, buying each part separately if necessary. This will also make it easier for you to let go and upgrade rather than feeling attached to your 980Ti or Titan you spent a fortune on.
