There's a trader near the beginning of the game somewhere around but she only has like 200 something caps. Then again everything you sell in this you get terrible money back unless you spec in bartering I'm guessing so yeah. I just break down all my excess materials instead of selling them. Much more useful if you have the scrapper perk.

there is a scrap yard i think west of diamond city, it is filled with super mutants that will beat the shit out of you. there is a sniper on the top of the car tower and if you get into the house next to the scrapyard read the stuff on the computer, it leads you to a hideout and there you find the railway rifle (and what you see in the picture)
most traders have 10-20 spikes so always buy them if the have any the rifle does a shitload of dmg,

On a related note to this, I need lots of energy cells. I'm rarely taking on synths and I mostly use a three-crank energy musket, so I wind up going through ammo pretty fast. I just got the scavenger perk to up what I find in containers but I haven't explored since so I don't know how much it does. Can't really buy ammo either, 8 caps per round is way too steep.
Any other tips for getting cells?

if you have a mod on one gun and want on another you have to change the mod on the first one to something else. then you get the mod that was at that place in you inventory and can use it on the other gun. you cant just take all the mods of and throw the old gun away.

No, if you scrap an item it doesn't give you the mod, given one is attached in the first place. You have to build the mods with materials at a weapons bench. Also once you build a mod you can use it on any weapon the mod is specifically made for, without using up more stuff, so don't be afraid to experiment. They're not locked to a specific weapon.

Do settlements ever actually get fucking attacked, I have a defense rating of 110 in Sanctuary and built a huge metal wall around the outside of the town but it seems pointless because it NEVER gets attacked.

Take more and deal less damage I think. And I'm not sure if the easier levels are different but there's an insane amount of grenade spam on survival, and enemies throw it even if the explosion will hit them. Also, harder difficulty = higher chance for legendary enemies to spawn. Legendary enemies drop randomized gear with randomized perks.

Inferior experience than everything set to the lowest possible settings? Nah, bruh, nah. I've seen people on /v/ running the game on settings which makes the Xbone version look fucking amazing in comparison. I've even seen screenshots at sub HD resolutions, when the Xbone and PS4 are running it at 1080p with basically ultra settings. If you have a good comp, then fair enough, you'll get your silky smooth 60fps experience, but many people from what I've seen are running it on complete toasters and would probably be better off with the console versions.

The majority of people are playing it on higher settings than Xbone without the dips. All you need is a 750 Ti to beat consoles. The console versions of this game are fucking terrible and DF isn't the only place reporting it.

The Xbone and PS4 are both running the game at mostly PC high settings though. I imagine they toned down the godrays and shadows slightly, but other than that the game looks great and believe it or not, it runs pretty well for the most part. I can't lie, there are points when the noticeably dips into the low 20s, but they're not at all common. And that stuttering issue on the Xbone version is utter nonsense. I've only had maybe a few stutters in 18 hours of play. Digital foundry are quite literally full of shit.

How do I build multiple power armour suits? I've got a bunch of armour parts but I can't figure out how to put them together. Not that it matters because I already have a full set of T60-b which is easy as fuck to repair, but I'd like a collection. Also I have a shitload of fusion cores and nothing to do with them.

I run on minimum graphics, tweaked plenty of .ini files to reduce shadows, tried smaller resolutions, windowed/border less, and tweaked some nvidia settings as well.
The strange thing is my CPU maxes out at 40% during game. I get 60fps when im not in a city or seeing structures. What gives? do I give up hope?

Then clearly your issues come from something else. I've ran Afterburner extensively and realized that it's definitely the 4GB of RAM that severely bottleneck everything. In Sanctuary the usage hovers around 3GB, but inside Boston it damn near reaches 4GB. Pagefile bloats to 8GB. CPU and GPU don't even reach 50%. And Windows' resource monitor confirms that the lag spikes coincide with the game writing to the HDD.
I justbombed the fuck out of the institute for the BoSand all the characters in game are talking like I got a good end.
Even Piper the goody two shoes doesn't care that we marched in and blew up hundreds of more or less innocent, unarmed scientists because the institute is gone.
They institute didn't even seem that bad aside from the robot slaves.

So, the game seems to kill my laptop's Nvidia 745 card, so I switched to my desktop which has some low rank AMD HD card.
I've been testing the different settings, and at the game seems to play at least bearably (like, around 20 FPS) on lowest settings. Thing is, I upped it to higher settings and it seemed to be running just as well.
Problem I'm having is that, even on the lowest settings, I get about 1/3rd a second of input lag on EVERYTHING. The input lag is a bit higher (like 1/2 a second) on higher settings.
I've done the stuff to turn off V-sync and whatnot, but it's still there. Makes it so I can't even do simple shit like jumping across a tiny gap sometimes.
Is there anything more I could possibly do or should I just accept this with my shitty premade desktop? I don't usually PC game, but I thought ti'd be good for Fallout after having so much trouble with the XBox versions of 3 and NV.

Really no exact idea then, could very well be not enough vram,ram, or harddrive is just slow getting the files, you could try lowering the setting even more just to see if the issue remains, if it does then the only way to fix it would be getting better hardware and you should just put the settings back to where they were. I find that setting the game's priority higher helps some games run better, to do that open task manager, right click fallout and set priority to high, it does reset each time the games closed though. post speccy?

If you want to get the most out of the game, go with this as a base:
Strength: 4
Perception: 4
Endurance: 3
Charisma: 6
Intelligence: 4
Agility: 1
Luck: 1
That leaves you with 5 points you can put wherever else you fancy, and you get another point within the first few minutes, and a free perception boost in the first half hour.
With that you'll be able to craft most things, be able to pass most speech checks, get shit for your settlement (hiring traders etc needs 6 chr) and you'll be able to get the hacking/lockpick perks. So you'll be able to do everything the game has to offer.
What is the point of having the map border like that when you can actually quit far outside the border and even discover shit? Also it was a fucker getting down that far, Deathclaw, Radscorps, and huge packs of Ghouls everywhere.

Strength because Melee is pretty suicidal and the only real perk worth getting out of it is Armorer...Which shouldn't even be in that particular fucking stat group anyway but even that's only really useful late game because materials
Endurance because you've got a shitload of armor/health to use and you want to be Stealthing anyway
