The game begins with us naming the Fallen Child, who I'm calling Chara for convenience, and gaining control of Frisk fresh off of falling Underground and landing on a bed of golden flowers. Now, we know from the genocide path dialogue with Flowey, and from the empty coffin in New Home, that Toriel moved Chara's body after he died to give him a proper burial. It's never stated outright where Chara was buried, but we can make a pretty good guess based off of the information the game gives us. When Chara died, they said they wanted to see the flowers in their village. The golden flowers, which attached to Asriel's body when he left the Underground, and came with him when he returned. The same flowers which we landed on at the beginning of the game. Frisk landed on Chara's grave. At the same time, we named the fallen child, and through the act of calling their name, a part of them was summoned and inhabited the body of Frisk, we gain control, and the game begins.
Frisk, the player, and Chara are 3 separate entities. The player is, well, us: the ones driving the story forward and making decisions for the characters. Frisk is the avatar, they represent our connection to the world and the characters who inhabit it. They're the small, harmless child who just wants to be friends with everyone and get home without any trouble. Chara represents the urge players have to break that connection with the world, and indulge in fighting enemies and leveling up, treating the game like a game and paying no attention to the world that's been created before our eyes. Grinding levels in a game distances the player from the world and the story, the more time they spend grinding the more distant that sense of wonder becomes, and the less important those characters we loved seemed. Chara is with us throughout the entire game. He's there in every battle, it outright says so there in the corner: "Chara: Lv 1". That urge is always present, but by refusing to fight, you refuse to give Chara power. A pacifist run entails the player cooperating with Frisk, seeing the world, making friends with everyone, and never gaining any LOVE. Without you, the player, giving providing LOVE, Chara has no influence, it's like they were never there. A genocide run, then, is abandoning Frisk, our connection to the world, and fully embracing the sadistic urges that Chara embodies. Frisk is never mentioned in this run, because they might as well not be there. You and Chara are in control and doing as you please.
Chara is not just a concept though, they are still the same kid who was friends with Asriel, or at least what's left of them. And they aren't a zombie either, the pacifist ending makes it clear that Frisk isn't the same person. In a pacifist run, we get details about Chara that hint towards their sadistic nature. They "laugh it off" when Asgore is poisoned by a pie that had buttercups in it. They convince Asriel to help him kill himself, so that his soul could be used to gain ultimate power, and when both him and Asriel are in Asriel's home village, Chara wants to use his power to kill them all. We also hear from Asriel that Mt Ebott is infamous among humans, known as a place where nobody can return from. Chara knew what they were doing when they climbed that mountain, and "it wasn't a happy reason". Chara comes across as someone who was disillusioned with humanity and grew to hate them, they went to Mt Ebott because they didn't want to come back. It's escapism. It's the reason we play video games, to take a break from reality, to take a break from consequences. We bottle up our anger at the world and take it out on the worlds that were painstakingly crafted by development teams, just because we can and nothing can stop us. It's every separate save you made in Skyrim where you ran around lighting people on fire. The Chara that was alive and the Chara that sits in the corner of our battle menu both embody that idea, the difference is that we're able to give Chara power, enough power to become an unstoppable force.

So, Steam has 357 positive reviews and a single negative one that's a wall of text on why the game is just so good. A game that would look low quality for even the NES or the Game Boy Color is unanimously loved by steam reviewers. It has puzzles and a very simple bullet hell mechanic.
That should be enough of a proof people don't really care for choice, quality, depth or even art.
The art is awful. The humor is awful. The gameplay is a "subversion" of JRPG tropes that were subverted and surpassed 20 years ago. I mean, fuck me you have to behave morally? Multiple endings? I'll get Richard Garriot on the line

Alright, I'll give you a shot. After this, don't say a word about Undertale fans not engaging the critics.
Bullet Hell is a descriptive term for a certain type of STG. Undertale has an STG mechanic and it doesn't qualify for "Bullet Hell" because the bullet patterns aren't terribly manic.
"Gameplay" is an absolutely retarded word and here, it compliments your poor powers of description. Furthermore, the game's mechanics are not a "subversion" of "JRPG" mechanics, they're played completely straight and combined with the aforementioned STG mechanic. Between the rhythm-based combat mechanic and the defensive STG mechanic, the game is very active and thus more entertaining to play than many similar Japanese turn based tactics games.
No one enjoys Undertale for its visuals; even the most rabid fans acknowledge that the game could look better. There are some nice backgrounds here and there, though.
The humor is a very subjective thing to comment on. That said, the game makes use of its music, the timing of its dialogue box and other mechanical features to supplement its humor, so I praise it for that.

I'd argue the real interesting thing is the sheer magnitude of things it subverts, and how it uses it for both dramatic and comedic affect. I also haven't seen any other game use the Save system like that, but feel free to name another game that I'm no aware of.
