They thought they found something a while back, still having issues with dumping games, running them, etc. They only managed to get a PSP exploit that was easily patched.
Everything is encrypted, its really expensive to get it hooked up to a PC to tinker with (as im sure many of it bricked the system), the memory cards limit tampering with system data. Also, I think Sony is aggressive with Cease and Disist, considering the guy that hacked the PSP initially was sent to trial I think?
At this point, you can't even dump a Vita game, only "share" it through some elaborate system that costs too much.
In any case, I think they did a good enough job with the security which ensures it gets localized titles.

The 3DS emulator sucks for anything that isn't homebrew. It has no sound; it is stuttery as shit and all of that assumes it doesn't crash.
I can't imagine the WiiU emulator is any better.
It will still be some time before *good* emulators make an appearance.
why don't you get a Vita TV. It's cheap and Vita games aren't as expensive as 3DS games
