Level design is one small part of what makes a complete game. In a game like Hotline Miami which has satisfying gameplay anyway, level editors are a nice way to increase the game's longevity and bring out some fan creativity. Timesplitters did it well also. So no, I don't think it's devs being lazy, because they've already released a complete game. However I can imagine some early access titles doing this in which case yes it would probably just be laziness.
How do you feel about the way Doom 2016 rip off the monster death style introduced by brutal Doom mod, and its attempt to reproduce meme things such as the"fast gameplay", "gore" and "creepy atmosphere" which are natural elements of the original Doom era?

He's "indie" now, not a subsidiary of Sony. Kojipro is free from getting buttfucked from Publishers for now that is. His first game is for Sony though using a licenced engine, then when he makes his in-house engine, i think that's when he'll start distancing himself away from Sony and go for steam.
