This was planned so far before Scorpio that developers already had dev kits back in April (Which is how it leaked). It was already this year. The details just make it seem significantly less of an actual leap when Nvidia's cards are already on beast mode and AMD is releasing a budget $199 card that has a 40% more powerful GPU.
Seriously, people need to get it out of their head it was a reaction to Scorpio. Todd Howard said he wasn't told about Scorpio till 2 weeks before the Xbox conference and MS are still well in the "Blueprint" phase of planning. PS4 Neo was planned well back in 2015 and put into production for this year. The question is what is the point for such a slight spec bump?
