Not 100% sure, but I think it's Nagano prefecture, where Ryuumonbuchi is from.
Hajime's skimpy outfit is usually referred as Nagano style in the japanese fandom (I don't remember this at all in the series, it's been a while) and considering the prefecture can have some hot weather in the summer, that naming makes sense.

There's no conspiracy here, just japanese people who scanned it and posted on Share or PD stopped doing it, and then western people who for some time followed scanning the issues, too gave up cause they lost interest since majority of it wasn't scanlated at all and some complained about the scans quality( if I remember right why 'anon from /u/' stopped scanning it completely).
Now it looks that current generarion of yuri fans is either too poor or too cheap to get YH issues just to get them destroyed for the scanning purpose.

the cleaning isn't too bad, but unless you have a shit ton of time on your hands, debinding and doing flatbed scans can be a real hassle. I mean, if you want some quality scans, that is. Once everything is set up with irfan it can go smoothly enough, but it's still so time consuming. The cleaning is pretty straightfoward with levels and Topaz batch commands in PS, though. I'd say to clean, level and really tweak a 30-ish page chapter from YH would take about an hour, maybe an hour and a half? I always get so impatient when I have to go through that ordeal for a solid set of scans. (NTR, Tachibanakan, etc anon here, by the way. Ugh, been so busy, need to get all these almost finished chapters done this week, at least before next YH issue comes out...)
