If I included DS9, Worf would definitely be higher than both of them. The problem with TNG Worf is that he doesn't seem to have a reason to exist. Season 4 Archer proves he's a changed man. He handles situations like with the augments in a much more commanding and decisive manner.
Season 1 Archer would've needed T'Pol and Soval working with Vulcan high command for backup on how to establish a contingency plan in case the facility's viral database was compromised.
Instead, he's forced to take action on his own and infiltrate the facility, putting lives at risk knowing the consequences could be dire.
