The End of Evangelion is a retelling of the last two episodes of the television series, so it would help to have seen the show. i don't know anyone who's seen it without watching the show first, but i imagine the themes and characterizations would be easy to pick up on, if not the actual workings of the world itself. it's certainly better to watch the series first, though.
the Rebuild of Evangelion films are essentially a continuity reboot. you don't need to have seen the series to watch them.
