People believe Tommen to be King, so he is King. That's why he sat the throne and Stannis didn't.
Similarly, Robert fought hard and had people acknowledge him as king. It's why he wore a crown and Viserys didn't, even though Viserys was the son of a king.
The Baratheon dynasty was a usurper one that had the throne as long as people believed them to be kings more than anyone else. Neither Stannis nor Renly could fully accomplish this so their dynasty is now extinguished.

The plot and dialog of the first seasons were based on books that took years to complete and polish. More time than any series puts into any season. But most other series don't have set goals. The plot evolves dynamically with working out what works and what doesn't. GoT otoh is an adaption where certain checkpoints have to be reached. And now they ran out of source material but still have the checkpoints and have to fill in the blanks themselves while rushing the plot an end. That means, no time for exposition and development, every scene has to serve the plot progression or is just stupid filler, if character X has to be in situation Y they just make it happen without leading up to that in a credible way.
